HISTORICAL MODELS OF FUNCTIONING THE CENTRAL BODIES OF STATE MANAGEMENT IN THE HOUSING AND COMMUNAL SERVICES SECTOR IN UKRAINE

Abstract

The purpose of the article is to provide recommendations for the further development of publicadministration in the field of housing and communal services, based on an analysis of nationaland foreign experience.Methods. The historical research method was used in the study of various central governmentbodies in the field of housing and communal services in chronological order. The comparativelegal method helped to explore foreign experience in managing the analyzed sphere. Using themethod of ascending from the abstract to the concrete, the features of individual stages of publicadministration in the studied industry were determined, and it was proposed to highlight the mainmodels of such administration. Methods of logical modeling and generalization were applied indeveloping recommendations for the further development of public administration in the field ofhousing and communal services.Results. The work analyzes the functioning of all central bodies of state management of housingand communal services of Ukraine from the time of independence to the present day. It hasbeen established that since 1991, there have been eleven different options for centralized statemanagement of this sector in Ukraine. The main patterns of functioning of such bodies at certainhistorical stages have been identified. The first stage was characterized by insufficient attentionfrom the state and the residual principle of financing the studied industry. The second stage wascharacterized by the definition of housing and communal services as one of the priority sectors of reform and development. The third stage was characterized by a tendency to reduce the presenceof the state, attract the private sector to this industry, and transition to market relations. Takinginto account these features, it is proposed to distinguish three historical models of building publicadministration in the analyzed sector in Ukraine: 1) management of housing and communalservices by state committees, which were appointed to ensure the implementation of the policyadopted by the Cabinet of Ministers of Ukraine in a specific sector; 2) introduction of a specializedministry and formation of a specialized control body for the entire industry and individual areas– inspections, and state regulatory bodies for individual areas – commissions; 3) liquidation ofthe profile ministry and the body of sectoral specialized control and assignment of managementof the housing and communal services sector to state administration bodies (ministries) with alarge scope of subject competence; activities of state regulatory and control bodies in the mostproblematic areas. Was studied the foreign experience of state management of the housing andcommunal services sector of the Republic of Poland. Were made the recommendations for thefurther management role of the state in this area.Conclusions. It was stated that the next model for building housing and communal servicesmanagement in Ukraine could be a complete rejection of its centralized management and leavingthe state only with a control function in this area.
