In the study, considered legislation and subordinate regulations different subjects of law-making in Ukraine as well as the publication of modern legal professionals. As an example considered interaction with the authorities the Ministry of Internal Affairs, as the public authorities and institutions PJSC Ukrtelecom as the subjects which not vested with governmental authority. As the result of research was able to reach the following conclusions. Territorial divisions State Emergency Service of Ukraine interact with a wide range of subjects public law. At the same interaction based on the subordinate and coordinate relations.Secondly interaction territorial divisions State Emergency Service of Ukraine with other public authorities and other entities has certain temporal nature. On the one hand the legal basis for such cooperation exist all the time but real interaction occurs only at a certain time, which is due to the onset of the threat or occurrence of an emergency.Thirdly significant number of legal bases of interaction of territorial divisions State Emergency Service of Ukraine with other subjects of public law is aimed only at the onset of an emergency period, related to this subject.Fourth wide array of legal and regulatory framework governing the interaction of territorial divisions State Emergency Service of Ukraine with other subjects of public power is outdated. Some legal acts taken in the last millennium. Many of them still have not been brought into compliance with applicable laws and contain the names of non-existent public authorities, which have long been reorganized and regulatory acts that long ago expired.
