An important priority of our country is to improve information-telecommunication system of courts, namely, improving the quality of judicial protection of the rights and freedoms of citizens and legal entities; increase availability, increase confidence in the justice, improve public opinion of the courts, their role and social significance; creating a positive image of the judiciary as a whole; raising legal awareness among the public, their business activities to ensure the protection of the rights, freedoms and legal interests in court. In accordance with these principles and policies of the new government requires close interaction and mutual understanding of all three branches of government and such a powerful social institution of a democratic society as the media or the fourth power.The leading countries in the use of modern technology for the judiciary are Australia, Canada, USA. It should also be noted that at present actively implemented modernization projects and improve the judicial system in Bulgaria, Latvia, Lithuania, Moldova, Poland, Romania and Slovakia. Large funds are allocated by the World Bank, the US Agency for International Development, the European Bank for Reconstruction and Development and other international financial institutions on projects to modernize the technical base of courts for countries such as Azerbaijan, Albania, Armenia, Macedonia, Poland, Russia, Romania, Ukraine, Croatia and others. The focus of these projects is given to electronic document management system in the courts systems videofixation audio and video conferencing systems.Modern electronic document management system allows you to display all the stages of the movement and the state of affairs and ensure registration of cases or statements of material and procedural correspondence, transfer of cases to the archive, developments of statistical reports, etc. This allows management to quickly obtain court on your desktop (or in print) any information about the passage of cases, the workload of judges and based on the received information to make qualified and informed management decisions.
