@article{Sydor_2019, title={Evolution of Legal Grounds of Local State Administrations and Bodies of Local Self-government Cooperation in Ukraine}, url={https://applaw.net/index.php/journal/article/view/342}, abstractNote={<p>The article is devoted to researching of the issue of legal regulation development of local state administrations and bodies of local self-government cooperation in Ukraine. due to the fact that constitutional grounds of local self-government have been laid down; the European Charter of Local Self-Government has been ratified; some basic legislative acts creating legal and financial grounds for activity of local self-government bodies have been approved, special attention is paid to the important role of local state administrations in the development of the local authorities system, in particular bodies of local self-government.</p> <p>The author has stressed on the necessity of carrying out of the administrative reform in Ukraine. Goals of the reform are: ensuring accessibility and high quality of public services; achieving optimum distribution of authorities between local selfgovernment bodies and executive authorities; identification of reasonable territorial foundation for activity of local self-government bodies and executive authorities in order to ensure accessibility and proper quality of public services provided by such bodies; creation of proper material, financial and organizational conditions enabling exercise of own and delegated authorities by local self-government bodies. Ways and means of resolving problems are to: divide authorities in the system of local self-government bodies and executive authorities at various levels of administrative/ territorial system on the basis of principle of subsidiarity; divide authorities between local self-government bodies and executive authorities on the basis of decentralization of government; improve the mechanism of coordination of activities of local executive authorities.</p&gt;}, number={4(10)}, journal={Administrative law and process}, author={Sydor, Markiian}, year={2019}, month={Feb.}, pages={148-157} }
