Abstract
In the article it is done the scientific and theoretical analysis of the main causes of the administrative and legal disputes in the social sphere. Their classification
and characterization of essential features are made. We stipulate the necessity of consolidating of the efforts of all managerial staff in the rule-making and enforcement areas to minimize the role of social factors as the main reasons of administrative and legal disputes.
