The term of «public services» and their role in the development of «service» state

Abstract

This article addresses provisions of public services aiming to determine their role in the development of «service» state. The essence of public services has been researched into. The author adduces several definitions aimed to understand their nature better.The article deals with concepts and features of different types of services such as particular social services, public services, government services. The differences between these terms have been established and their characteristics have been pointed out.

Legal nature of public services and the subjects providing them have been researched into. The author focuses on the double translation of «public services» into Ukrainian and consequences of such dualism. The article emphasizes that the main principle and slogan for a democratic state of law should be outlined as «the government is for the citizens» that is fully opposed to the principle «citizens are for the government», which Ukraine tries to get rid of. But it has been noted that the process of refocusing of public administration for a citizen-centered one is rather difficult.

The degree of focus on the citizen has been pointed out as one of the stronger drivers of public administration transformation. In general, the essence of public administration lies in the principles of citizenship, because its intellectual foundation is based on the concept of a ʼpublicʼ representing the citizens, its material or financial existence depends on citizens as taxpayers and its practical obligation remains to be the realization of the needs and expectations of citizens. The author focuses on the fact that the improving of quality of public services is a prerequisite for establishment of the rule of law.

Proposals have been submitted with regard to improving the quality of public services and building mutually beneficial relations between the state and its citizens. The necessity of providing the system of quality control has been also proved.
